How can regional governments, with urban and rural communities, identify common interventions for creating happy, complete and healthy communities?

The Capital Regional District (CRD) provides regional decision-making and shared local government services throughout the southern end of Vancouver Island and the surrounding Gulf Islands. The interventions were designed considering the unique context, culture and common emerging needs of their island communities. We also explored how to leverage these efforts to help improve public happiness across the region.
