Happy Cities is working with Blue Ocean Estates Ltd. on a new concept for the lot on 1818 Shore Road in Eastern Passage. We would be grateful for your thoughts on how this project can benefit you and your neighbourhood.

Blue Ocean Estates

We propose to create a healthy, transit-oriented, complete community in Eastern Passage that will support young families and enable the elderly to age in place. We will use a traditional Nova Scotian style of architecture and to create wonderful public spaces to sit, walk, and spend time outside in.

Vision

Our plan has three proposed sections (pictured above):

  1. Multi-family homes and the Ocean-Side Patio. Here we propose to build medium-density buildings next to transit. A four-story apartment building and stacked townhomes will overlook the ocean. 3-4 small commercial spaces will provide convenient shops. We hope to attract a cafe, where people can meet with friends and neighbours on a beautiful patio overlooking the ocean. The patio will have both public seating and seating for the cafe.

  2. Townhomes and the Village Square. In this area, we propose to create affordable townhomes aimed at young families. They will line a central village square, with high-quality public seating and gardens. We hope this square will become the psychological centre of the community. 

  3. Single-family homes and the Common Green. This section of the site is the closest to the school. We therefore propose to create a quiet, low-density neighbourhood around a common green where children can play.

We want to create a wonderful neighbourhood that really feels like Nova Scotia, where the wider community will enjoy spending time and going for walks.

What we’ve heard so far

In April, 2021, we invited residents to fill out an online survey by personally leaving flyers at 150 nearby homes and by posting a local Facebook ad, reaching over 2,000 people.

In March 2022, we launched a second survey for Eastern Passage residents to share their feedback. In this survey, we described what residents told us and how we responded. Over 200 people filled out the survey, sharing ideas and concerns regarding our proposed design for the site. We thoroughly reviewed all survey and engagement feedback, and are taking all comments into consideration.

In April 2022, we held a Public Information Meeting online with the Halifax Regional Municipality.

In August 2023, Harbour East – Marine Drive Community Council gave provisional approval of the proposed development agreement for this project. We will share more information soon.
