Whitehorse paratransit policy update
Review of the City of Whitehorse’s Paratransit (Handy Bus) Policy to strengthen accessibility, fairness, and human rights in access to transit.

Working with the City of Whitehorse, Happy Cities and Meaningful Access Consulting are conducting an evidence-based policy review and hands-on engagement with transit users and people with disabilities. Engagement activities include a ride-along with Handy Bus users, meetups with drivers and dispatchers, and collaboration with advisory committees to better understand the service.
Building on what we hear, we will prepare a revised Handy Bus Policy that aligns with the Yukon Human Rights Act and the Accessible Canada Act—with clearly defined eligibility, service standards, communication practices, and accountability measures.
